Abstract

The focus of this paper is confined to the local community taking into consideration its decision-making structure and how the structure functions to determine cammunity policy. The structure is comprised of three social grapings which are categorized on the basis of their participation in community decision-making. The active component of this structure is the leaders. The leaders, however, can be influenced by the interested public. Any agricultural technician that enters the community with a program designed to improve the socio-economic conditions of the community will greatly increase the possibility of successfully implementing his program if he is aware of the community's social structure and works within it.
